Westminster Council is planning to set up a staff-led arm's length organisation for its children's services department as part of government plans to test ways of allowing public sector workers to take more control over delivering services, reports the Children & Young People Daily Bulletin.
The London borough is among the 12 projects helping the government to examine what sort of support and structures will best lead to long-term employee-led ‘mutuals’, as part of the wider big society agenda.
